Why thats a good question!

Yes, you CAN increase your appetite 'OFF the roids.'

There are several methods of which you can accomplish this.

First, pick up some L-Glutamine, and take 5 grams 3x per day. I find this stuff makes me hungry. Also, if you're training properly you should have more of an appetite than a sedentary individual (one who is not training). I find that mid week when all of my muscles are sore, I have no other choice but to consume 6k+ calories per day. Also, if you keep your diet on target you will have more desire for food because your insulin levels will be balanced. Try keeping your ratios like this 1.5 - 2 grams of protein per lb of lean body mass, and 3 grams of COMPLEX carbohydrates per lb of lean body mass. Proper dieting will only help you in your hunger quest.

Not only that but train yourself to eat more, Day 1 eat x amount of what ever each meal, then day 3 up x amount a little, day 5 up intake again, and the whole time just add another meal in the day somewhere....by doing this you'll build your appetite, and you'll be eating more of what you want!!!! You have to train your body to eat!!

Try eating every hour. You don't have to eat much, like half a protein shake, some fruit, a piece of chicken, some cottage cheese. Do this for a week and then the next week eat every 1 1/2 hours but eat a little bit more this time. A week later bump it up to every 2 hours and then eventually your body will get used to all the food and you will begin to get real hungry and it will become very easy for you to eat.

Yeah I started lifting when I was 14 but i didn't really get into it until last year when i finaly learned more about bb'ing, and how important your diet is. If you don't feed the machine, you won't grow.
